Your three truths are acceptable, but you know that there are other truths involved... and the first of these additional truths is that people are not entirely rational beings.
People drive cars not only due to rational reasons, but also (if not mostly) for emotional and values-based reasons.
Stringent emissions rules? Sure. Why not simply ban internal combustion engines altogether? I would support that.
Ban street parking? Sure. As long as there is transportation available, no need to park on streets. No need to drive on streets either. Whenever I travel to large cities (which is often) I do not drive; I use public transportation.
Self-driving cars? Sure. But with manual override, just like GPS, to avoid accidents caused by glitches in AI. Just like we can never trust GPS 100%... there would be millions of fatal traffic accidents if we followed GPS instructions without exception.
And what about the pleasure of driving (safely) on a beautiful country road?
People don't smoke for rational reasons, just as they don't eat and drink simply to nourish themselves and they don't have sex simply to make babies.
We should be able to create ecosystems that allow for safe driving without banning people from driving altogether.
